Description of Duties:

Organizational Description: Commissionaires Manitoba is a not-for-profit corporation that has the following mandate:


To provide employment that meets the needs of veterans of the Canadian Armed Forces, the Royal Canadian Mounted Police (RCMP), their families and others ("commissionaires") who wish to support and contribute to the security and well-being of Canadians and the cause of the Commissionaires.


The Manitoba Division is one of fifteen (15) independent Divisions across Canada that operates as a federation with a common mission and a national brand. The Corps of Commissionaires is the largest security services provider in Canada.


The Division has several lines of business in Manitoba including the following:



  • Guarding services for government agencies and for commercial customers

  • Detention guard services for the RCMP

  • Identification services - finger printing and criminal records checks

  • Municipal Services - by-law enforcement in 45+ municipalities, emergency management, disaster financial assistance and document service for the Winnipeg Police Service

  • Mobile patrols - in support of various guarding contracts, a Home Watch program

  • Training for our own employees and outside customers

  • Electronic monitoring - Justice Department ordered monitoring of individuals on bail


The Board of Directors has up to twelve (12) members who are appointed by the Council of Governors.


Key functions of the Board of Directors are:



  • Having the fiduciary responsibility for managing the affairs of the Corporation

  • Approving a Strategic Plan

  • Approving an annual Business Plan

  • Hiring the CEO

Board of Directors meetings are based on an annual calendar of events and at the call of the Chair. Board meetings are held quarterly to review the financial status of the Division against the goals set out in the Strategic and Business Plans. (weekday lunch hour)


The Board meets at least once annually to conduct a Strategic Planning session. (Saturday morning) Annual General Meeting (weekday evening)


Other meetings or workshops may be called throughout the year to focus on Business Planning, Risk Management, or other issues as they arise.


Most meetings can be attended remotely, there may be some that require member attendance at Commissionaires Headquarters at 870 Portage Ave.
